System Restricted State means all user access and jobs have been ended. The only thing running is the batch job or HMS interactive job that called the command to initiate this.

Application Restricted State is not as extreme as the System Restricted State, but allows no user jobs except the overnight jobs submitted by the job scheduler to run in sub system QCTL.
