2nd ISP alternatives

uniPHARM is currently under contract with Terago until December 2015. Nearing the contract end-date, it is recommended that we shop around for a better-value alternative. SkyWay West is a top competitor to Terago, and preliminary quotes indicate that their service will be cheaper, faster, and most importantly, will be usable as an active second connection as there are no usage caps.
